I had not seen neurostars before. my first impression was "wow, its busy". Is it dominated by the imaging community? We can certainly promote it if its job is to help be a SE like community for neuro people.
yes - that's a good idea - It's often more about tools than general questions but I think that's appropriate
Do any of you have any influence on the site? I'm happy to list it, but to someone new to it I would find it confusing where to post my question on reproducible-research. the top row of the page says:

and OPEN in this context presumably means that the question is open, rather than being about open science. doesn't it need more general tags up there, e.g. NEUROINFORMATICS and PUBLISHING?
I think the forum still needs a little work for people to navigate quickly, but if you find the 'tags' button you'll see tags such as "software", "opensource", "neuroinformatics", ... and I'm sure we can add tags. Not all areas are active though. we can recommend either this or the more general stackechange ?
Just FYI: This works like stackexchange, meaning that anybody can assign any tag they see fit. There is no fixed list of possible tags, any (new) user can define any tag they want by posting a question with such a tag. As soon as we start posting "PUBLISHING" tags, they will automagically appear. Hence the current site tags reflect the topics of conversation that are actually happening.

The manuscript poses the question which forum is suitable for questions on sharing. I think that neurostars.org is the appropriate place for such questions.
