Must re-compile code to change wheel order / wheels used #3

At the moment the wheels used and the order in the machine are fixed in the 
generic and compiled into the code. This means that to change the wheels a 
different binary file must be loaded onto the FPGA

Ideally it would be possible to set-this via some form of switches at startup.
