The PowerBI Heatmap Visual enables users to draw a heatmap overlay from a X, Y coordinate set on to an existing image. The user specify the image, and provide a data set of X, Y coordinates and optionally an intensity for each data point. The radius and the bluriness of the heatmap bubbles can be customized as well as the max value for the intensity.

Anyway, let me suggest you some important improvement:
background image should be dynamic: it should be a Field, not a fixed property of the Format section, to allow to change it on the fly with a slicer, for example
there should be an option to specify the background image fit/not fit to preserve aspect ratio: option "normal" (preserve the aspect ratio), option fit (strech the image)
now heatmap colors go from blue to red: it should be nice to add the possibility to change these colors (again as fields) according to slicer values)
