vulkan-loader version bump, and compatibility with python-3.6 #12

Hi Nick, I've updated the vulkan-loader for python3.6 support and bumped it recently. Can you make a new pull request with just the libclc change and I'll pull that in if it all works for you. Do you happen to know what differences there are in the commits between the libclc versions?

Geez, sorry about that. I mucked up the merge process but didn't have time to un-muck it, then forgot about it. I had thought I was fixing a branch, but I was pushing to master. Closing this one, I'll put the libclc stuff in a different PR.
