Check output values in delta_q summary file #2

Need to check the net difference as a fraction of CUP values, are they fractions or percentage? Change the header title as appropriate

Verified that the values are decimal fractions, not percentage, for the columns: simulated_change_in_flow_as_fraction_of_flow simulated_change_in_flow_as_a_fraction_of_cup

All values going into calculations are in cfs. Issue can be closed after deciding on whether to change the header descriptions.
