check for ban/unban when executing those commands #106

Currently it is possible to ban someone who is already banned Currently it is possible to unban someone who is not banned

Is there any reason to ban someone who is already banned? I guess it could change the duration and add another reason, but seems cheese

I see no reason to be able to unban someone who isn't banned...
