kali use SSH to trigger rsync, but we have our own sync system. We may contact them on possibility of only exporting HTTP and private rsync access.

I've sent an email to kali dev.

kali requires a public rsync service for becoming official mirror. At this stage, we won't consider adding SJTUG to its official mirror.
