Modified wget behavior to improve feedback and transparency of network configuration:

set a default timeout of 60 seconds for wget with ${WGET_TIMEOUT}
at the same time allow up to 2 tries by default with ${WGET_TRIES}
added ${URLBASE} to shorten command call
examining return value of wget and if not 0 immediately continue to following year
line 149: should return code of wget also get examined?
