Allow user to create custom overlay graphs #222

These can be used in the compiler mapping step in gh-217 These can be arbitrary. Make DNS and iBGP, and even eBGP based on this step. Allow the user to define simple rules in an external file.

Question: how to specify which rule to apply? Allow groupings? Eg may want to apply one set of RR rules in one AS, another in a different AS.
