Fix issue #11 and #12

Pull request to address the following points:

• Issue #11 and #12 resolved.
• Updated Makefile to resolve Docker network issue.
• Implemented ping-device instead of check-device in Makefile during test case execution.
• Pipeline fails on the failure of test cases.
• docker-compose.yml updated to run TANGO devices in separate containers.
• Updated .gitlab-ci.yml file to build the wheel and publish to Nexus repository.
• Commented failing test cases due to error events (will be resolved subsequently).
• Updated Pipfile to resolve katpoint package dependency.

Good progress @jyotinpo , this will fix a number of issues when merged.

I think we all learned in this sprint that we are far more productive and aligned when PRs take less than 2 weeks to be merged. Many of the topics of this PR could have been realized in self standing PRs for example.
