AssignResources command is disabled in SubArray #26

I'm testing ska_mid/tm_subarray_node/1 and ska_mid/tm_subarray_node/2, with the status OFF. The AssignResources command is disabled. I checked the code and the method is_AssignResources_allowed disables the command only in FAULT, UNKNOWN, DISABLE, STANDBY. Need to investigate why the command is disabled.

The problem is that WebJive doesn't accept Array as command parameter. It is part of Button team #PI2 stretch
