Import skale-ml, skale-examples, skale-cli #181

Those packages will be deprecated and retired once imported and properly fixed in the skale-engine source tree.

I will also rename skale-engine repostory into skale. This change will be propagated to npm as well once published.

import of cli, ml and examples is now completed. Project has been renamed from skale-engineto skaleas #230. Version is bumped from 0.7.2to 1.2.0to take over previous skale version in npm.
