ticket-1467 SNB improvements

• Fix utility command line keys support for test browsing SKALE network and connected chains. This does not affect IMA transfer loop running on nodes.
• Default multi-call based SNB timeout is not 5 minutes instead of 2
• Faster mulit-call processing, faster entire SNB
