Unlock transaction is blocked by Exit Gas Wallet

Describe the bug Exit gas wallet isn't necessary for "Unlock" transaction, but it still blocks the transfer if there is not enough eth on its balance.

To Reproduce Steps to reproduce the behavior: Precondition: There is enough balance on exit gas wallet for only one transaction

1. Create transfer from Calypso Hub to Mainnet
2. Complete transaction from Calypso Hub to Europa Hub
3. Complete Unwrap transaction of Europa Hub
4. Complete transaction from Europa Hub to Mainnet - this transaction consumes eth from Exit Gas Wallet
5. Unlock transaction is blocked by Exit Gas Wallet

Expected behavior Even if there is not enough eth on Exit Gas Wallet for activating it (after transaction from Europa Hub to Mainnet), Unlock transaction is possible to complete.
