Add ToS modal for staking pages, update Chains page #222

This PR updates Portal ToS, adds modal for the Staking pages. Also this PR introduces changes to the Chains page and overall website structure. metaport dependency was updated to fix sFUEL mining issue.

No tests added, no performance changes.
