We should start pushing consensus releases to github releases: https://github.com/skalenetwork/skale-consensus/releases , so we can track changes
We should have versioning system for skale-consensus
We should have the same branching as other components

Consensus is almost complete and we are moving to other things so it is better to keep the current procedure
