Icarus/Control Panel runner type treatment enhancement

What steps will reproduce the problem?
1.Change runner factory
2.All projects will use the specified runner type

What is the expected output? What do you see instead?
I would like to specify the runner type per assembly, or at least per
project. When I set the type to autocad, all test projects open autocad,
even if they don't need autocad. The runner type should not be a
machine/user level setting, but rather should be driven by the project or
the items in the project.

What version of the product are you using? On what operating system?

Please provide any additional information below.
It seems the runnere type should be as variable as the unit test framework
used, i.e.: I can use nunit and mbunit in the same project.
Also, I don't think that the placement of the drop down menu is in a very
intuitive place, it's in Test Explorer / Runtime. Perhaps there should be a
runtime tab/page.
