Google Plugin for Eclipse Development View Tries to Show in Every Window

Found in GWT Release (e.g. 1.5.3, 1.6 RC):

GWT 2.3, GPE 2.3.2 for Ecilpse 3.7:

Encountered on OS / Browser (e.g. WinXP, IE6-7, FF3):

Mac OS X 10.6, Chrome 12.0 with the GWT Developer Plugin

Detailed description (please be as specific as possible):

Three Eclipse windows open.  Developing with GWT.  Start the application.  Open 
the browser to show the application.  The Development View forces itself to 
show seemingly randomly in each of the windows.  This causes the windows to 
cycle to the front, again, seemingly randomly.

There appears to be no option to affect the showing of this view.  The window 
cycling is, I think, generally undesirable.

actual result differs from expected result):

Why is this defect invalid?  It still occurs.  I created it almost two years 
ago, and having it marked invalid and closed, without comment, after that time 
is puzzling.

If you'll tell me why it is invalid, I'll verify the behavior I observe and 
submit a new defect.

The GPE has its own issue tracker; moving the issue there.
(it's true that it probalby didn't have one at the time you opened the issue)
