Add support for Eclipse 4.3 (Kepler) release #221

What steps will reproduce the problem?
Install Eclipse 4.3 - Kepler, release page is here: 
http://www.eclipse.org/kepler/
The Google Plugin for Eclipse does not list 4.3 as a supported version on it's 
getting started page here: 
https://developers.google.com/eclipse/docs/getting_started

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
Latest from update sites.

Is this only a documentation bug?  The plugin seems to work on 4.3

I could install it but I can't see it anywhere in the interface.

We're working on a release of GPE for Eclipse 4.3.

The GPE seems to work fairly well on Eclipse 4.3, but the GWT Designer does 
not: https://code.google.com/p/google-plugin-for-eclipse/issues/detail?id=224
