Add overcommit support #57

Overcommit allows us to run multiple tasks when we use any git operation. We need the following:

Before Commit (`PreCommit` hooks)

[ ] Rubocop
[ ] Ruby Best Practices
[ ] Check author info (name and email)
[ ] Check bundle
[ ] Run Known Linters for any language we use:
- [ ] Coffee
- [ ] CSS
- [ ] ES
- [ ] SASS/SCSS
- [ ] HAML
- [ ] HTML
- [ ] any other language
  Before Pushing (PrePush hooks)
[ ] mutation testing, for after we get passing mutation tests
[ ] rspec , for after we get passing rspec tests
