Adding a Rapier Track - Githubissues

After discussion with the person in charge of the Marshal activities, and the specific staff person handling Rapier. It was determined that we need a Track Coordinator for Rapier activities. To implement this the following changes need to be made:

remove "Rapier List" as a location (in all locations-including under Martial Activities) -Add a track titled "Rapier Activities" with the following 5 scheduling locations: "Rapier List 1", "Rapier List 2", "Rapier Field", "Rapier Tent", and "Rapier Youth List" -As admin - I need all of these locations available to me when "overriding" stuff on the schedule.

Added in 454a2165e09a7d9ff681e5ee600e41beb6eecaed. Once the tests pass, I'll make it live.

BTW, as admin, you can automatically get access to all locations.
