What steps will reproduce the problem?
1. Scrolling vertically
2. View a multi-scrolling PDF
3. Any multi-scrolling document or page.
What is the expected output? What do you see instead?

I am using the Dec. 5, 2013 version. Using OSX mavericks 10.9.1 on an ASUS G73SW
Please provide any additional information below.
I want to know if there is a way I can stabilize or increase the threshold for
horizontal scrolling? For example, if i am viewing a PDF, vertical scrolls get
interpreted as horizontal scrolling.
