Java Properties Handler doesn't handle the disabled record well #3

The disabled record should be written with # comment prefix. Although if the 
handler configuration doesn't allow it, these records should not be written at 
all.

The above requirement needs a new configurable checkbox in the handler's 
configuration wizard.
