Adds rebass for a ui foundation. #16

Rebass brings a lot of nice UI things to the table at a primitive level.

Pros:

I really like how they do their layout, spacing, and theming.
There's a bunch of pre-built components that are useful.
It doesn't go as far as say blueprint or ant so it still feels like your app.

Cons

I don't really care too much for styled-component just yet.
There's a lot more dependencies than I would like.
Rebass docs aren't the greatest.
The @types/rebass are out of date.
