Translations apps for DON, HPD, and others #55

Various departments within the city require translators. They have a dial-in service for conference calls and in-person customer service requests, but people out in the field (police, fire, emergency, public works, department of neighborhoods, etc.) have different use cases. And, of course, dial in translation doesn't help for sign language.

This project is to collaborate with the City of Houston Department of Neighborhoods to identify use cases and develop solutions for them. This could be as simple as an index of translation apps and an easy way for field people to access it. It could be as complicated as a custom solution.

Is this specifically about ASL translation? Or is that an additional language that is to be considered along with other spoken languages?
