Volunteers should be able to assign themselves with an Incident and start working on it. When an incident is closed, the Incident will have the volunteer information attached with it.
[ ] Add volunteer property (Foreign key) with Incident Model
[ ] Make is mandatory to have volunteer assigned to an Incident if status needs to be changed to "Closed"
