invalid parameter in SCT ECL $expand #12

From John: In the $expand operations, we use a parameter version that does not exist.

There are two ways of specifying the version information: either a parameter system-version, or specifying the version within the implicit VS URI.

We use the first option, in order to remain consistent with what was originally written in operation.
