ConceptMap $translate 03 - remove `target` parameter #4

From Nikola: In 03 - ICD-O -> OncoTree correct, the parameter target was used to limit the results to those from the OncoTree CS. In R4B the correct parameter would have been targetsystem, rather than target. In R5 this has been renamed to targetSystem, and the target parameter to targetScope.

Since the referenced CM only includes one group, limiting to the single system present in the CM doesn't show anything of interest - removing the parameter, especially due to the changes to $translate.

The parameter should also be removed for the other three $translate requests.
