Verify current OpenSTV implementation against OpenSTV 1.1 #37

I have stored CSV files for all of the STVDB files created with OpenSTV 1.1
with Cambridge, ERS97, N. Ireland, and Scottish STV.

Check to make sure that all of these still produce the same results,
especially since there was a bug fix to getLosers().
