Create plugins to interface with DemoChoice #38

I've been exchanging emails with Dave Robinson who runs the DemoChoice
website.  We've talked about using OpenSTV to do the vote counts with his
web system a few times over the years, and it looks like we're ready to do it.

Need to:
(1) Provide a report format that he can use to display results
(2) Maybe provide support for the DemoChoice ballot format

What does this entail?  Would we generate the HTML or provide an intermediate 
format?

It will be an intermediate format.  Essentially just count data in a format that
DemoChoice already uses.
