OpenSTV crashes on dialog.Pulse() #42

What steps will reproduce the problem?
1. Run OpenSTV, select a ballot file, see a backtrace being printed
2.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

This doesn't generally happen (for me anyway).  Could you attach the ballot 
file that caused this to happen?

This does happen if the user types in a file name that does not exist, and I'm 
already working on that.

Can't fix since we can't replicate.
