Use doublquote in HTML Report

What steps will reproduce the problem?
1. Generate HTML Report

What is the expected output? What do you see instead?
There are load of single quotes. I expected double quotes. Mostly because I was 
about to put the result page into a MySQL database. And for that, single quotes 
are metacharacters.

What version of the product are you using? On what operating system?

Please provide any additional information below.

Hi 4t, thanks for sending the patches.  I have no preference for single or 
double quotes so this is fine with me.

Jonathan, do you have any opinion on this?  You are always good about complying 
with standards.
