Ease minimum requirements #5

OpenSTV has certain minimum requirements for running elections:
(a) >1 candidate running
(b) >=1 seat to be filled
(c) more candidates than seats
(d) more ballots than seats
because fringe situations caused problems with the counting code.

A user requested easing these.

candidates?
