Elegant Solution For Bin edges must be unique Error #3

Error will occur if there is no variance in the number of articles from period to period for the entire date range evaluated. This error can be duplicated if a very small sample or articles are used. Example riots_location_world column

Created a temp fix by adding normal distributed noise to the counts. We will be reevaluating the model used for riots and natural disasters
