Why:

Need to get the course up and running end-to-end -- ran through the course to confirm you get a working Pages site when you finish 📰

No content changes, workflows should fit the existing README.

What's being changed:

Fill in all the workflows, mostly setting up the triggers aside from step-0 that creates the gh-pages branch and initial content.

Check off the following:

[x] For workflow changes, I have verified the Actions workflows function as expected.
[ ] n/a For content changes, I have reviewed the style guide.
