Import .CSV issue; unable to add transactions. #70

What steps will reproduce the problem?
1. Attempting to import .csv file.
2. Attempting to add any transaction.

What is the expected output? What do you see instead?
Nothing.

What version of the product are you using? On what operating system?
0.23 Beta; Build 2011-10-27_24h00m31s.  Windows 7.  (Java ver. 7)

It seems all you need is to first install Java: "'java' is not recognized as an 
internal or external command, operable program or batch file."
