Setting PYTHONHASHSEED in pyproject.toml #102

There's got to be a way to set PYTHONHASHSEED in pytest.ini, or preferably pyproject.toml, through the pytest-env plugin or otherwise. Once we do this, this envvar can be taken off the CI workflow yml (and users can forget about setting it).
