unloading a base simulation section that is in use in a simulation leads for
problems when that simulation is exported.
Need to prevent it from being unloaded if it is in use, or do something to
prevent any issues from coming up.
Thought: this was detected in the 'push inject' section that GWU had been
working a lot with, and which changed radically during the course of their
work. I'm not sure how often this issue will come up, but we need to think of
something. (not allow unload for example)
