Youtube api v3 publishedBefore not working #277

What steps will reproduce the problem?
GET 
https://www.googleapis.com/youtube/v3/search?part=id%2Csnippet&channelId=UCpcsv3
Ow-8IhoUGDEfPetsQ&publishedBefore=2010-03-15T00%3A00%3A00.00Z&key={YOUR_API_KEY}

What is the expected output? What do you see instead?
should return empty result set. publishedBefore not working

What version of the product are you using? On what operating system?

That seems like an issue with the API itself, the best thing to do would be ask 
a question on StackOverflow with the tag youtube-api. Thanks!
