refactor(be): refactor client group and admin notice module

Description

Admin Notice, Client Group 모듈에 대해서 exception과 관련해 리팩토링을 진행합니다.

Additional context

• global으로 exception을 처리함에 따라 controller에서 try-catch로 exception 잡는 로직을 제거
• 마찬가지로 global로 prisma exception 또한 처리함에 따라 service단에서 따로 prisma 에러를 처리하는 로직을 제거하고, find_OrThrow Function으로 변경
