Make a Debian Package #1077

I tried to compile the reicast and no joystick works and some keyboard buttons do not work.

Some debian package, or something in the debian repositories would be better.

@usernatilds please try reicast package from my PPA https://launchpad.net/~samoilov-lex/+archive/ubuntu/retrogames

@Sunderland93, I removed compiled version and installed launchpad package, but same problem here, only work buttons C,V and Enter, but other buttons not work in keyboard, the game tested is Crazy Taxi.

I installed reicast_7.rc.20180120-2_retrogames_amd64.deb and reicast-joyconfig_7.rc.20180120-2_retrogames_amd64.deb, my OS is Debian Buster

@skmp Shouldn't we wait for the work on the cmake front before we start creating a deb package? Do we want to create packages for Debian or Ubuntu or both? Do we want to aim for stable/testing/unstable?
