With rec-cpp now in master as of 75fd6986953c65a2899711c9a35b11fa99a6dc8b and slightly more formalized in #714 there's a new HOST_CPU, CPU_GENERIC, which allows us to write 100% portable code.
This is an issue to remind me that
Rounding modes and some other bits are missing from the portable path atm
rec-cpp must not depend on CPU_GENERIC, as we can use it with a known target cpu (to set flags, or asm optimizations, etc)
we need a better way to differentiate between 64 and 32 bit pointer archs
