Actually this doesn't effect just RK3288 devices. The same glitching occurs on the Tegra X1 with the master branch.
Can you post some screenshots please? Is this game specific? I think it should be moved to the gamedb.
The issue is easiest to see on the loading screens. Here is an album showing how it looks on the less-video-stuttering-build and on the most current nightly release
I can record video if necessary but in current builds once you load in textures often flicker very fast in and out or some textures will be squared like you see with the loading screen. The less-video-stuttering-build is unaffected by this.
I have only tested with a handful of games and from what I have seen Phantasy Star Online is the only affected game.

Reicast displays some games with heavy graphical glitches. Most notably Phantasy Star Online. The feat/less-video-stuttering build is not impacted by this issue. Can a new current CI build be compiled with that feature enabled? The RK3288 runs much better with Synchronous Render enabled which was not available in the previous build in that branch.
