Add post about adding SHACL validation #36

I changed some smaller things in the last two commits. However, there are some questions I have that revolve around the question (which we should answer in the beginning of the post): Who is the targeted audience of this post?

• The workflow uses the skohub.shacl.ttl shape. Does this include checks against the skos.shacl.ttl shape?
• As the workflow uses the skohub.shacl.ttl shape, this post is addressed towards people who are using SkoHub in a subsequent step to publish the vocabs, right? Then we should probably make this clear.
• Or is this also of interest for people who publish their vocabs in another way than with SkoHub Vocabs but want to add a validation step?

@acka47 I added a paragraph to be a bit more explicit about the target audience. I think it is mostly for people using SkoHub but can also be used if you want to use the SkoHub specific constraints, which are quite sensible in my opinion.
