Add check against SKOS Shape to SkoHub Vocabs #258

The shape developed in https://github.com/skohub-io/shapes/ should be used to check the vocabularies before being build.

https://github.com/zazuko/rdf-validate-shacl looks promising, but it lacks SHACL SPARQL constraints .

Support is discussed here: https://github.com/zazuko/rdf-validate-shacl/issues/104

Maybe we need to support the development of this with contributing to the mentioned libraries.
