Support Hash URIs #74

Copy test/data/hashURIConceptScheme.ttl to data/ and npm run build.

Fixes skohub-io/skohub-vocabs#70

Works fine. I directly tried it out with lobid-vocabs and it also works with redirected purl URIs, see e.g. http://purl.org/lobid/stocksize#n11.

(What is strange, though, is that the vocabs in folders /nwbib and /rpb aren't published, compare https://test.skohub.io/hbz/lobid-vocabs/heads/master/ & https://github.com/hbz/lobid-vocabs. Or do I just don't find them?)

This seems strange indeed, but this is a separate issue: https://github.com/hbz/skohub-vocabs/issues/76
