1. Click Campaign (with members)
2. Click "Household Mailing List"
3.

What is the expected output? What do you see instead?
Report of de-duplicated households for mailing

What version of the packages are you using?
2.3.11

Can you be a bit more specific on this Jim? Are you still having this issue? 
What is teh custom setting configured as?
