The New requets button and the confirmation dialog #24

Don't show the confirmation dialog when the current request is saved and isn't locked. It should be silently updated before the new request. But when the current request isn't saved the confirmation is needed.

Proposal: when the request isn't saved offer in the confirmation dialog to save it.
