h264 encode video with variable framerate. #147

Hi,
I've tried GStreamer WinBuilds v0.10.7 Beta 4, and noticed that it doesn't play 
well HD  h264 encoded video with variable framerate, something is wrong with 
ffdec_h264 decoder, with v0.10.6 we didn't have this problem.
