Ensure compatiblity with 6.3 #173

Adds migrations and package updates for 6.3

This is for the barest level of compatibility, I have not made any UI changes to take in the new fields

Following instructions from https://docs.duendesoftware.com/identityserver/v6/upgrades/v6.2_to_v6.3/

I've not been able to test this yet, so proceed with caution. Have converted to draft PR for now.
